Royal Arsenal Riverside Decarbonation Strategy

Round Two Public Consultation

AUTUMN 2025

Following our initial consultation earlier in the year, we are pleased to share an update on our proposals for the decarbonisation of the existing district heat network serving Royal Arsenal Riverside using Air Source Heat Pumps (ASHP).

Following resident’s feedback in May 2025 on the original proposal to locate the ASHP’s within the sunken area of Wellington Park, we can now confirm that a suitable alternative location for the ASHP’s has been identified.

What’s Changing?

The revised proposal involves supplementing the existing Combined Heat and Power (CHP) engine with ASHP’s and expanding the existing Energy Centre on Arsenal Way into the adjoining vacant commercial premises to provide the new facility.

This approach offers several key benefits:

Reduced disruption by expanding existing infrastructure.

Preservation of Wellington Park and its green space.

Discreetly integrated facility that blends into the surrounding environment.

The period for submitting feedback has now closed.

Thank you for sharing your feedback on our updated proposals for the decarbonisation of the existing district heat network serving Royal Arsenal Riverside using Air Source Heat Pumps (ASHPs). We will carefully review your comments before submitting a full application to Greenwich Council at the end of the month.
